The demise of the U.N. Panel of Experts has dealt a major blow to efforts to monitor North Korea’s efforts to skirt international sanctions, from illicit ship-to-ship oil transfers and coal exports to the dispatch of workers overseas.

But the Panel’s absence may prove to be most critical in the realm of cyberspace, underscoring the need for South Korea to lead the way in creating a new regime to deter DPRK black hats as the country’s cyber operations grow increasingly sophisticated and successful.

Seoul has taken steps in the right direction
