The U.N. Security Council should sanction the head of North Korea’s intelligence agency to counter cyberattacks and cut off a key source of funding for its nuclear and weapons programs, a forthcoming U.N. report recommends.

But one expert says the latest Panel of Experts report is mostly scant on specifics and repeats known information and existing countermeasures, leaving a gap that countries like the U.S. must fill to ensure global cooperation against this threat.
