A secret deal to smuggle parts of Russian fighter jets to Pyongyang in 2016 was brokered by a North Korean trade representative with possible ties to the DPRK Embassy in Moscow, an unpublished draft of a U.N. report indicates.

The report by the U.N. Panel of Experts on North Korea, which was seen by NK Pro, revealed that negotiations for the deal were led by a man named Pak Zen Un (ПАК ЗЕН УН), also romanized as Pak Jong Un. According to multiple sources, a diplomat of the same name served at the DPRK Embassy in Russia from at
