Both South Korea and Russia allowed a vessel owned by a sanctioned company into their ports this week, despite UN resolutions which are supposed to block assets of designated companies from entering non-North Korean ports.

While the vessel itself is not designated by the UN, its owner Chang An Ship Management was sanctioned in March this year as another of its vessels smuggled coal on behalf of the DPRK.
