The new document was approved by Russian Prime Minister Dmitry Medvedev, who instructed the country’s foreign and energy ministries to talk further with the North Korean authorities. The agreement appears focused on increasing electricity supplies to the DPRK, by upgrading the country’s infrastructure and power stations.
