North Korean leadership activity in May was notable for a relatively low amount of overtly military-related events and an increased focus on field guidance and diplomatic activity. There was a also an apparent intention in the later part of the month in particular to show government management of and concern for domestic issues such as construction in the aftermath of a building collapse.
