A Liberian-flagged ship identified by the UN Panel of Experts (PoE) as a North Korean coal smuggler continues to use South Korea ports, the NK Pro ship tracker showed this week.

Though the 14687-tonne Great Roc is not under U.S. or UN sanctions, the returning visits come on the heels of a scandal in South Korea which saw other, undesignated vessels deliver DPRK coal and pig iron to the South’s ports.
