Photos obtained by NK News of a building North Korea said collapsed on May 13 suggest construction at the site had stalled for several weeks prior to the accident, a construction expert has told NK News.

The photos, taken by a Pyongyang resident on April 7, 2014, show less than half of the building’s balconys to be glazed, with construction scaffolds still clearly visible at the top of the apartment – indicators that construction may have stopped before people moved in.
