Top leadership activity in North Korea in May focused largely on the Seventh Congress of the Workers’ Party of Korea, held at the April 25 House of Culture in Pyongyang over five days from May 6 through May 10, and later on economic endeavors and construction projects.  The Congress – the first held by North Korea’s ruling Workers’ Party in 36 years – did not result in any major policy changes and the personnel changes were mostly unsurprising. The Congress essentially served as another formalization of Kim Jong Un’s rule and the elevation of Kim’s associates. At the Congress, however, Kim did
