UN Resolutions 2270 and 2321 attempted to limit the North’s ability to diffuse its involvement with certain vessels and trades by continually shuffling ships around networks of foreign companies. Under the regulations, countries are prohibited from “owning, leasing, operating, providing any vessel classification, certification or associated service, or insuring any vessel flagged by the DPRK,” paragraph 20 of Resolution 2270, passed in March 2016, reads.
