Christoph Heugsen, the German chairperson of the United Nations’ 1718 DPRK Sanctions Committee, said that “while the Committee is upholding the current sanctions system, it has been unable to reach consensus on adding new persons or entities to its list — even with ample evidence and recommendations from its Panel of Experts.” His remarks echo frustrations aired by former members of the U.N.’s Panel of Experts (PoE) on North Korea.
