North Korea will likely continue to refine many of the advanced weapons it prioritized under its now-expired five-year military development, NK Pro analysis suggests, with the Ninth Party Congress set to unveil new goals that could address the systems that remain incomplete.

When North Korean leader Kim Jong Un unveiled an ambitious development agenda at the Eighth Party Congress in Jan. 2021, it marked the most detailed public roadmap for military modernization in decades. 

Kim has since promoted the completion of almost all 12 major nuclear and conventional systems on the list, though most programs remain unproven
