The upcoming report of the U.N. Panel of Experts (PoE) on North Korea looks at the country’s procurement of illicit weapons of mass destruction-related materials from overseas in some detail. In particular, the report focuses on the efforts of North Korean individuals whom the U.S. recently designated.

Among these is O Yong Ho, a Russia-based North Korean diplomat with suspected links to the Academy of Defense Science, or Second Academy of Natural Sciences (a U.N.-designated entity). The new draft Panel report expands O’s proliferation network in some detail and claims he
