North Korean leader Kim Jong Un’s decision to publicize his inspection of a secret uranium enrichment facility last week may have had little to do with sending a message to Washington ahead of the U.S. presidential election, despite appearances to the contrary, some experts say.

State media’s showcasing of the enrichment facilities and advanced centrifuges on Friday came just days after the DPRK revealed a new long-range missile launcher vehicle, a fact that led many observers to conclude that Pyongyang seeks to get Washington’s intention or even to influence the result of the
