North Korea is using sanctions evasion techniques borrowed from its weapons smuggling programs to export banned commodities like coal, a soon to be released report by the UN Panel of Experts (PoE) tasked with monitoring DPRK sanctions evasion argues.

In the face of evolving sanctions regimes which prohibit UN member states from importing most North Korean raw materials, the DPRK now employs various interlocking evasion methods to disguise its coal shipments to member states such as Vietnam.

“The Panel found extensive use of a combination of multiple evasion tactics including indirect routes, detours, loitering, false
