Nongovermental organizations (NGOs) working on North Korea issues have urged the United Nations to create a “whitelist” to facilitate sanctions exemptions for humanitarian assistance, a draft of the forthcoming U.N. Panel of Experts (PoE) report seen by NK News shows.

One organization also notes challenges bringing aid into North Korea due to complex Chinese customs procedures, while another cites the need to reestablish banking channels for NGOs to wire funds into the DPRK due to a ban on such activity under current sanctions.
