The UN's Commission of Inquiry on Human Rights in the Democratic People's Republic of Korea, launched in 2013 and concluded in 2014, laid this out in the clearest terms, accusing the North Korean regime of crimes against humanity and the systematic abuse of human rights, and recommending that the UN Security Council recommend the situation to the International Criminal Court.
