The pro-North General Association of Korean Residents in Japan (Chongryon) recently announced in the Chosun Sinbo that the North is constructing a Braille Information Technology Center, a publisher and university catering solely to the blind, along with a national facility connecting three schools for the blind in Pyongyang, Hannam and Hwangnam.
