North wants 10 percent raise for Kaesong employees

South appears unwilling to consider increase, citing last year’s shutdown

Pyongyang is demanding a 10 percent wage hike for its workers at the Kaesong Industrial Complex jointly run by the two Koreas, the South’s Ministry of Unification said.

Wages at the complex are typically raised by 5 percent annually, but last year’s raise did not take place due to the facility’s April-September shutdown
