A Japanese court ruled Monday that North Korea is liable for serious human rights abuses as part of its decades-long campaign to lure Koreans and Japanese citizens to the country, ordering Pyongyang to pay 22 million yen ($142,000) in damages to each of four plaintiffs.

The ruling marks an important milestone in efforts to obtain justice for North Korea’s human rights violations under the “Paradise on Earth” campaign, the victims’ lawyer said, though receiving the compensation will be a challenge.

Eiko Kawasaki, 83, told reporters after the ruling that she was “truly, deeply moved” by the outcome.
