North Korea has issued heavy rain warnings for several provinces bordering China this week, raising concerns of potential damage to areas devastated by flooding last year. A DPRK dam also released water into a river that flows into South Korea for the second time this year, according to Seoul, giving no advance notice despite its past promises to do so. According to the Korean Central News Agency (KCNA) on Saturday, authorities had issued heavy rain warnings for most areas of North Phyongan and Jagang provinces from Sunday to Tuesday, as well as some areas of Ryanggang.
