Military says DPRK seeks attention for nuclear issue, though expert says tests unlikely as they’d anger Russia and China

North Korea has finished preparations for both an underground nuclear test and long-range missile launch, South Korea’s military assessed Wednesday, speculating that Pyongyang could carry out weapons tests around next week’s U.S. presidential election.

The Defense Intelligence Agency (DIA) delivered its assessment in a closed-door briefing to the National Assembly, lawmakers told journalists, emphasizing that Pyongyang would likely seek to use such testing to draw attention to the DPRK nuclear issue.
