North Korea issued heavy rain warnings for most of the country on Thursday, as a tropical storm passing over the peninsula threatened to dump over a foot of rain in some places.
State media warned that the city of Kaesong and the southern part of Kangwon and North Hwanghae provinces, all located near the inter-Korean border, will receive the most precipitation through Thursday afternoon, raising the alert to the second level (중급경보) of the apparent three-tier system.
