Cheng Chiun Shipping Agency Co. Ltd. (CCSA) previously found itself in sanctions monitors’ crosshairs earlier this year, when the U.N. Panel of Experts suggested it had established a convoluted web of shell companies to transfer oil to North Korean tankers in 2021.
