South Korea should provide a “concrete explanation” about the 2020 killing of a government worker in North Korean waters to the victim’s family, the U.N. special rapporteur on North Korean human rights said Wednesday

Tomás Ojea Quintana’s remarks in Seoul came amid a snowballing controversy in South Korea over the former Moon Jae-in administration’s response to the shooting of Lee Dae-jun by DPRK soldiers, in particular the ROK military’s initial claim that he had been trying to defect.
