While North Korea’s weapon scientists were testing a reconnaissance satellite, mid-level bureaucrats continued the 2nd Conference of Secretaries of the Primary Committees of the Workers’ Party of Korea on Sunday.

The state-run Rodong Sinmun newspaper covered the second day of the conference on Monday’s front page, with a small section about the projectile launch relegated to the third page.

“Criticized in speeches were some shortcomings in developing the work of the primary Party committees according to the intention of the Party and demand of the developing revolution,” the paper said.
