Top Politburo officials led at least 11 smaller meetings to "study and discuss" this and next year's state budgets, as well as two speeches Kim delivered in earlier plenum sessions this week on the party's overall plans for 2022 and rural development policies, the party-run Rodong Sinmun said in a brief front-page report on Thursday.
