But even if this is an attempt to deescalate tensions on the Korean peninsula, North Korea still simultaneously built up its arsenal: At an NIS briefing on Tuesday, lawmakers said that the DPRK is now working on two submarines capable of launching ballistic missiles — on top of the new, provocative ICBM revealed during the country’s massive Oct. 10 military parade.
