Seoul and Washington continue to maintain communication with Pyongyang, South Korean President Moon Jae-in said during a special address marking three years in office.

Moon revealed the ongoing contact and other new details about North Korea policy in a speech that otherwise largely focused on South Korea's COVID-19 containment efforts.
