DPRK government statement suggests dialogue

Experts note North's pre-conditions, seemingly designed to provoke South's rejection

North Korea on Monday marked the 15th anniversary of the 6.15 Joint Declaration by suggesting the terms for North-South dialogue, which experts generally said were non-starters.

The statement’s five pre-conditions included an “independent solution” for unification, not pursuing a “unifying system,” ending the U.S.-ROK joint military training exercises, abolishing the legal and institutional obstacles for dialogue and “respect(ing) the 6.15 declaration and 10.4 announcement.”
