North Korea's powerful National Defence Commission (NDC) has sent an 'Open Letter' to South Korea, upon the order of Kim Jong Un, to reinforce its January 16 proposal to improve inter-Korean relations and commence a trust-building process.
The letter, which says the biggest hurdle to reconciliation is the issue of forthcoming U.S. and South Korean military drills, insists that recent calls for reconciliation are genuine and should not be overlooked by South Korea.
