Two Koreas agree to restart operations at Kaesong complex

Seventh round of talks result in agreement and five-point plan

LONDON – North and South Korean negotiators have reached a five point agreement to reopen the Kaesong industrial park, the South Korean government announced on Wednesday.

The deal was reached after day-long negotiations to re-open the park, which was shut down amid heightened inter-Korean tensions in April.
