North Korea offered Kaesong talks on May 3

Non-disclosure of North's offer causes controversy in Seoul

SEOUL – North Korea offered talks on May 3 to discuss remaining issues surrounding the closure of the Kaesong Industrial Complex–including securing products and materials left by South Korean businesses–but never received confirmation from Seoul, South Korean media reported on Thursday.

"Whilst the puppets [in the South] claim that outstanding Kaesong issues have not been resolved due to a lack of communication [by the North], on May 3 we offered to let the managers of companies retrieve their goods, and to let the officials of the management committee to visit the zone and maintain infrastructure," a KCNA article in Korean said on Wednesday.
