The Kremlin “does not rule out” arming North Korea if the West provides Ukraine with weapons used to strike targets inside Russia, Vladimir Putin has warned, a day after signing a new mutual defense treaty with Kim Jong Un.

The Russian leader delivered the threat to the U.S. and its allies in a press conference in Vietnam late Thursday, stating that Russia could arm the DPRK under the new Treaty on Comprehensive Strategic Partnership agreed on during his state visit to Pyongyang this week.
